Independent assessments have determined that Iran still remains in compliance with the deal.
In May, Republican Trump withdrew the United States from the deal to put curbs on Iran's nuclear program in exchange for easing sanctions. But America's European allies are still trying to salvage it, as NPR's Michele Kelemen reports.
But after two days of meetings here, it was unclear whether the US had made any progress in convincing the other five countries that negotiated the agreement with Iran, despite the aggressive rhetoric and several one-on-one meetings between the president and the leaders of Europe.
Trump's national security adviser, John Bolton, addressing a group called United Against a Nuclear Iran, called the 2015 accord "the worst diplomatic debacle in American history" and had a warning for "the mullahs in Tehran". They will be in full force. "I would be willing to reach out my hand to the president of the United States, Donald Trump, to discuss matters bilaterally".
KELEMEN: French President Emmanuel Macron said there needs to be a long-term strategy, not just sanctions and containment.
On Venezuela, Trump denounced the socialist government of President Nicolás Maduro, whose oppressive leadership has resulted in a collapse of the nation's economy and a massive human rights crisis as hundreds of thousands of Venezuelans have fled the country.
"We reject the ideology of globalism", Trump said. That budget revealed large increases in funding for religious foundations that are a key part of the clerical state-above-the-state, which receive hundreds of millions of dollars each year from the public coffers.
Trump says he may delay meeting with Rosenstein
Trump said he had spoken to Rosenstein, and Rosenstein said he "never said" he would invoke the 25th Amendment. Even if Rosenstein survives the week, it's not clear how much longer he'll be around.
The other signatories of the Iran deal struck a defiant tone early in the week, announcing an effort to counteract US sanctions and allow some business with Tehran to continue.
WALLSTROM: It also represents a lot of commercial value and trade and money and jobs in our respective countries. "The one who has been newly appointed Secretary of State, he wasn't a diplomat before this", Rouhani noted.
BRIAN HOOK: That's why you see major companies from Europe to Asia getting out of Iran and terminating business. "Let us choose peace and freedom over domination and defeat".
"Iran's leaders sow chaos, death and destruction", Trump told the gathering in the green-marbled hall. More complicated, Rouhani said, is the fact that the U.S. is now threatening to punish other countries if they don't join it in ignoring the United Nations resolutions that govern the nuclear deal. He spoke through an interpreter.
"Despite requests, I have no plans to meet Iranian President Hassan Rouhani", Trump tweeted.
He has bucked worldwide convention by relocating the US embassy in Israel from Tel Aviv to Jerusalem, slashing aid to the Palestinians, and dramatically reducing the number of refugees the USA admits from other countries.
After Rouhani warned the United States that a war with Iran would be the "mother of all wars", Trump tweeted a fiery response. Some 129 countries signed the one-page pledge in order to attend the UNGA meeting with Trump Monday morning.
